QUEZON CITY, Philippines — 75 beneficiaries were awarded land titles under the Handog Titulo Program of the government during the 31" Founding Anniversary of the Department of Environment and Natural Resources (DENR) held at the Biodiversity Management Bureau (BMB) Amphitheater, Ninoy Aquino Parks and Wildlife Center on July 4,2018.

President Rodrigo Roa Duterte, together with DENR Secretary Roy Cimatu, led the ceremonial awarding of land titles to beneficiaries from five cities in Metro Manila — Makati, Paranaque, Valenzuela, Taguig and Pateros.

The Handog Titulo Program, anchored on the policy of the government to give land to the landless, focused on awarding of Deed of Sale under Proclamation No. 172 being issued by the DENR-Land Management Bureau (LMB) Director; and Residential Free Patent approved by the Regional Director of DENR-National Capital Region (NCR) pursuant to Republic Act No. 10023 and its Implementing Rules and Regulations.

Duterte congratulated the beneficiaries and commended the DENR for taking the initiative in the efforts to ensure social equity with regards to the country's land resources.

"The DENR has taken the lead in the efforts in ensuring social equity with regards to our country's land resources. I commend the DENR and Secretary Roy Cimatu for the Handog Titulo 2018.You have been very good to the people by distributing lands. I hope this can help them improve the quality of their lives and that of their families", Duterte said in his speech.

The President also expressed his expectation for the DENR to continue support to the administration.

"May this momentous occasion inspire the Department even more to continue support in the development agenda of the administration so that we can uplift the lives of our lcababayans and give them the decent and comfortable life they rightfully deserve", he said.

Proclamation No. 172 distributes lots through sale to qualified residents from eight barangays of Taguig City, Metro Manila — Central Signal Village, North Signal Village, South Signal Village, Upper Bicutan, Central Bicutan, Lower Bicutan, New Lower Bicutan and Western Bicutan.

On the other hand, Residential Free Patent Act issues residential patents to any Filipino citizen who is an actual occupant of a residential land for at least ten years. This prevented anyone from a lengthy and costly court process to gain legal rights on the land they have been occupying and cultivating for a minimum of ten years.
