LMB HOLDS SERIES OF DIALOGUE MEETING WITH GEODETIC ENGINEERS OF THE PHILIPPINES INC. (GEPI) ON INSPECTION, VERIFICATION AND APPROVAL OF SURVEYS (IVAS)
The Department of Environment and Natural Resources (DENR) through the Land Management Bureau (LMB) held a series of dialogue meeting on operational issues and policy related to inspection, verification and approval of surveys. The cluster meeting was held at Cebu (Visayas Cluster), Pampanga (Luzon Cluster) and Davao (Mindanao Cluster). It was participated by the Regional and National Officials of the Geodetic Engineers of the Philippines, Inc. (GEPI), DENR Central Office, Regional Offices and LMB.
The objective of the activity is to identify challenges and issues encountered in the implementation of LAMS-IVAS in the DENR Regional Offices. The activity was also pursued in order to gather status and updates on the private Geodetic Engineers for possible amendment on the manual on land survey procedures and/or policy formulation. It also served as a venue in levelling off on the requirement for enhancements on the LAMS IVAS module to strengthen the monitoring of the Region and to fast track the approval process as committed to the President.
Operational issues such as delays in the approval of survey plans caused by imposing additional requirements, capacity and efficiency of DENR verifiers, irregularities and malpractices of private Geodetic Engineers and DENR employees were discussed. On the technical aspect, several concerns were raised including the compatibility of CAD software with LAMS. Deployment of LAMS enhancement is also considered on a monthly/quarterly to ensure that all system related problems are automatically eliminated.
