LMB ORIENTS PILOT PROVINCES ON THE PREPARATION OF PROVINCIAL FORESHORE DEVELOPMENT AND MANAGEMENT PLAN

The Land Management Bureau (LMB), with the Land Management Division (LMD) at the helm, conducted a series of orientations on the Preparation of Provincial Foreshore Development Management Plan for the 2017 Pilot Provinces. The attendees were comprised of DENR Undersecretaries, LMB Chiefs, Key Officials and Action Officers, with the Regional Participants grouped to two clusters, with Cluster I (Regions I – VI, NCR) oriented last February 15-17, 2017, and Cluster II (Regions VII – XII, CARAGA) last February 22-24, 2017.

In her Remarks, LMB Acting Director Atty. Emelyne V. Talabis commented that there is an underlying potential for foreshore areas to generate revenue, and hopes for everyone to become united and committed on the proper management, development and utilization of the resources including foreshore areas. The OIC-Assistant Director Engr. Henry P. Pacis remarked that it is important to have a careful study of the new developments being introduced in foreshore areas, and to fastrack survey and mapping activities. He also highlighted the advantage of maximizing technology to propel forward various plans and innovations in foreshore management.

One of the objectives of the Plan is to draw a guiding framework on the best management scheme to be adopted in a specific environment, particularly on the identification of the highest and best use (legally permissible, ecologically viable , economically valuable, socially acceptable and compatible with adjacent land uses) of a particular area in the foreshore. For 2017, each Region have at least two (2) Provinces as pilot areas, as indicated in their Work and Financial Plan (WFP), with a total of twenty-nine (29) provinces.
