DENR, P’QUE PARTNERS IN PUBLIC LAND TITLING

The city of Paranaque, the first local government unit (LGU) in the National Capital Region (NCR) to enter into a Memorandum of Partnership Agreement (MOPA) is all-out in supporting the public land titling of the Department of Environment and Natural Resources (DENR).

The MOPA was entered between the DENR-NCR and Paranaque City Mayor Edwin L. Olivarez.

“This partnership agreement means a lot to the Department because this affirms our alliance with thecityin facilitating the titling of public land,”Atty. Emelyne V. Talabis, Acting Land Management Bureau (LMB) Director, stated.

The titling of public land in partnership with LGUs is pursuant to DepartmentAdministrative Order (DAO) 2011-06 and the Republic Act (R.A.) 10023or the Residential Free Patent Act.

Talabis, in a learning event facilitated by LMBimparting systematic adjudication (SA) approaches in public land titling attended bydeputized land investigators and assessors from the local governments of Paranaque, Taguig, Navotas and Pasig; and land management officers from DENR-NCRsaid, “This is an avenue where we can talk, discuss and capacitate you at the same time on the various processes where public land disposition will become a “win-win” situation for the applicants, the LGUs and the DENR.

The capacity-building held on May 11-13, 2015 at Icon Hotel in North EDSA, a series of roll-out training and orientation on the SA approach in public land disposition is a promising activity to strengthen partnerships with LGUs with the end result of expediting the titling of public land and eventually generate revenues for the LGUs. The training is being conducted in DENR Field Offices nationwide with their counterpart LGUs.

“The systematic adjudication developed during the implementation of the first phase of the Land Administration and Management Project (LAMP1) and continued to be implemented in LAMP2 and mainstreamed in pilot regions have shown significant changes on the process in titling,” Talabis said.

The immersion activity, a vital part in the capacity-building, held in Barangay San Dionisio, First District of Paranaque City was well-attended from the Olivarez patriarch, former Mayor Pablo R. Olivarez (now the Barangay Chairman of San Dionisio), Congressman Eric L. Olivarez, Atty. Patricio Asoy, the representative of Mayor Edwin L. Olivarez,down to the members (Kagawad) of the Council.

“I encourage all of you to apply for a title for your lands with the DENR.” “This is legal, without the humongous payments some Homeowner’s Association is collecting from you for survey and application fees,” Chairman Pablo Olivarez said before over a hundred of land title applicants who responded to the call of the municipalityto have their applications processed initially at the immersion site.

Chairman Olivarez said, “This is the time that you should listen to the DENR and not to the claims of your Homeowner’s Association, collecting large amount just so you can have a title to your land.“ “Pangarapninyonamagkaroonngsarilinglupana may legal natitulo, then do it the legal way,” Olivarez explained.(lmm)
