The Land Management Bureau and DENR Region 4A collaborate in an exposure project on land administration and management
The Land Management Bureau, in collaboration with the Department of Environment and Natural Resources (DENR) Region 4A, recently held an Exposure Project on Land Administration and Management from May 8 to 12, 2023. The activity aims to enhance the technical capacity of the LMB workforce in terms of land administration and management services. The participants from LMB consists of the policy technical staff from its Divisions.
The OIC Assistant Regional Director for Management Services in DENR 4A, Ronita Unlayao, emphasized the importance of educating the next generation about the true and actual situation in the field. This exposure project hopes to bridge this gap and ensure the delivery of better public services.

On Day 1, the learners were introduced to the organizational structure and processes in the Regional Office. They were then taught the step-by-step processes involved in the Investigation, Verification, and Approval of Land Surveys. Days 2 to 4 divided the participants into five groups to gain hands-on experience in various field offices and divisions, such as the Community Environment and Natural Resources Office (CENRO) in Sta. Cruz, Provincial Environment and Natural Resources Offices (PENRO) in Laguna and Cavite, and the Surveys and Mapping Division (SMD), and Licenses Patents and Deeds Division (LPDD) in the Regional Office. Participants observed the day-to-day processes in public land applications (PLA) and foreshore lease applications in the field offices.
On the final day of the project, the participants presented their learnings and observations to DENR Region 4A officials. They identified gaps between policies and their actual implementation in the field, but also noted best practices that can be adopted into policies. The closing remarks were given by CENRO Sta. Cruz Venerando Garcia, who expressed his enthusiasm for future capacity development activities similar to this. He also mentioned that higher management will take into account the policy recommendations from this activity and translate them into policies.
The Exposure Project on Land Administration and Management was a successful initiative that provided an opportunity for learners to acquire hands-on experience and learn about best practices in the field. It is hoped that the recommendations made during the event will lead to the formulation of better policies and improved service delivery to the public.
