Enhancing Competencies and Technical Expertise: LMB Organizes a Lecture on the Conduct of Appraisal and Policy Consultation

The Land Management Bureau (LMB) organized a four-(4) day learning event regarding the lecture on the conduct of appraisal of lands and policy consultation on September 2 to 5, 2024, at Hive Hotel and Convention Place, Quezon City. The said event was attended by representatives from each DENR-Regional Offices and selected officials from BARMM, headed by Director Eshan Karl Mabang.

Spearheaded by the Land Management Division (LMD), the event was held in accordance with the directives of the DENR Secretary Maria Antonia Yulo during the Executive Conference Meeting held on March 4, 2024, to set the standards in terms of capacity and technical expertise of the DENR personnel involved in the appraisal of lands being managed by the DENR, such as foreshore areas and patrimonial properties, including its improvements.

To officially open the program, the Assistant Director, Engr. Romeo P. Verzosa welcomed the participants and encouraged them to share their honest thoughts and feedbacks to address the prevailing issues encountered in the process of appraisal. Engr. Jerbee R. Baggay, EnP, the Chief of Assets Management Section, facilitated the lecture on the first day.

The second and third days were dedicated to policy consultation, wherein three (3) draft policies namely: (1) Omnibus Rules and Regulations on the Conduct of Appraisal, Re-Appraisal, and Application of Payments Derived from the Disposition of Public Lands and other Patrimonial Properties of the Government; (2) Guidelines for the Standard Computation of Purchase Price/Rental/Occupation Fees and other  Charges through the Adoption of Standard Subsidiary Ledger Forms for the Disposition of Public Land (C.A. 141) and Patrimonial Properties of the Government through Sale/Lease and Foreshore Leases Under the Jurisdiction of the DENR, and (3) Expanded Rules And Regulations Governing the Administration and Management of Foreshore Lands. Participants exchange ideas to identify the bottlenecks and constraints in the policies and how they affected the actual implementation.

On the last day, Engr. Gerlyn Joy B. Delfin, Head of Leases Unit, discussed the draft procedures in the Inventory and Profiling of Improvements along Foreshore Areas Nationwide except in Cordillera Administrative Region (CAR).

To officially close the program, LMB Director Atty. Emelyne V. Talabis, CESO III, expressed her gratitude to all the participants from each region for their contributions and inputs to the event. Director Talabis said, “Through the years, we have observed that there are some provisions that need to be amended. In light with the pronouncement of the Secretary to improve the management of foreshore areas nationwide, there is a necessity to have a comprehensive review of our policies, especially the DENR Administrative Order (DAO) 2004-24”. She emphasized that the Field Officers should have a second look at the collection of rental fees, particularly on its efficiency, to ensure that the government gets what is due.
