LMB holds stakeholder consultation on new FIFO Rule and Enhanced e-Survey Plan

The Land Management Bureau (LMB) conducted an online external stakeholder consultation on November 8, 2024, with representatives from the Department of Agrarian Reform (DAR) and the Land Registration Authority (LRA). The primary focus of the consultation was the proposed policy for adopting the first-in, first-out (FIFO) rule within the Land Administration and Management System—Inspection, Verification, and Approval of Surveys (LAMS-IVAS) and Public Land Application (LAMS-PLA), as well as the introduction of the enhanced e-Survey Plan.

Engr. Ariel Reyes, Head of the LAMS National Coordinating Desk, opened the session by emphasizing the importance of inter-agency cooperation to successfully implement policies. “Our policies may affect DAR and LRA, particularly on the submission of survey returns to us,” Reyes said. “Efficiency of approvals is always an issue. Thus, we are re-engineering policies to improve the verification of surveys.”

He further cited the need to consult stakeholders on the FIFO rule to lessen corruption, and to gather information on a single national license for the e-survey plan.

The consultation served as an important platform for collaboration between agencies and stakeholders in shaping policies related to land administration. The proposed FIFO rule and the enhanced e-Survey Plan are steps toward streamlining processes.
