The Land Management Bureau’s Senior Citizen and Person with Disability (LMB SC/PWD) Desk conducted a basic Filipino Sign Language (FSL) training on July 29, 2024 at Brentwood Hotel, Quezon City. This activity commemorates the National Disability Prevention and Rehabilitation (NDPR) and National Disability Rights Week with its theme of "Diversity is our Strength, Embrace the contributions of People with Disabilities and strive for a more inclusive Philippines." This was participated by LMB’s Front Desk Officers and Officers of the Day. Assistant Director Romeo Verzosa expressed his gratitude to the LMB SC/PWD for initiating the training aimed at front-line service employees. He emphasized that the Land Management Bureau is committed to improving accessibility for public clientele and ensuring that every individual, regardless of their abilities, can engage with LMB services seamlessly. The training included interactive sessions where participants actively learned and practiced basic Filipino sign language, enhancing their ability to communicate effectively with clients who have hearing impairments. This initiative is a significant step towards fostering an inclusive environment within the Bureau. The Land Management Bureau (LMB), in the promotion of transparency and good public service, conducted its Mid-Year Assessment last July 8-10, 2024 at Royce Hotel in Clark, Pampanga. The three-day event was held to assess the accomplishment of targets for both the physical and financial performance of the Bureau in the first semester of CY 2024. Director Emelyne Talabis expressed her gratitude to all participants and emphasized that the assessment process provides an opportunity to harness the team, highlighting the presence of a strong spirit of teamwork that makes the assessment fruitful. The conducted event is a one big learning experience that allowed the Bureau to revisit the targets and accomplishments of the divisions and offices ensuring efficient service delivery and effective planning for the upcoming semester. LMB supervises GST for new employees

 

Pushing for gender-responsive governance, the Land Management Bureau (LMB) organized a two-day Gender and Sensitivity Training (GST) for newly appointed and promoted employees last July 14 – 15, 2016 at the Ramada Hotel, Binondo, Manila. The training is a mandatory activity that realizes the initiatives of the Gender and Development (GAD) Program, a priority program of the government that recognizes the situation of both women and men in society against existing prejudices. GAD Focal Point Alicia T. Robles oversees the LMB GAD projects together with GAD Secretariat Head Loribelle P. Lluz.

Pushing for gender-responsive governance, the Land Management Bureau (LMB) organized a two-day Gender and Sensitivity Training (GST) for newly appointed and promoted employees last July 14 – 15, 2016 at the Ramada Hotel, Binondo, Manila. The training is a mandatory activity that realizes the initiatives of the Gender and Development (GAD) Program, a priority program of the government that recognizes the situation of both women and men in society against existing prejudices. GAD Focal Point Alicia T. Robles oversees the LMB GAD projects together with GAD Secretariat Head Loribelle P. Lluz. Invited resource persons include Roy Stephen A. Tolentino, an economist for the Department of Environment and Natural Resources (DENR) and Gemma Ifurung, Technical Adviser for GAD, Tolentino introduced the GAD concept and oriented the employees to common gender issues, situationers and legal bases with comprehensive recreational activities and forums. He also presented a fact sheet on Filipino women. Statistics on employment shows that women rate slightly lower than men (89.8% to 89.9%) with a 0.01 margin. Gender stereotyping, which is the process of attributing roles, perceptions and traits about men in women, also occurs in workplace, with women as officials in the government (58.4%) and men in construction (97.9%), due to prevailing gender roles. Ifurung, on both days, expounded the Magna Carta of Women (MCW), with its rules and regulations. Established by RA 9710, the MCW became a landmark law for women and is generally considered to be the translation of the policy of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), an international mandate. Women’s rights are guaranteed under the banner of the MCW and calls for the protection of women against violence and other abuses. Citing the importance of Gender Mainstreaming (GM), which is the integration of the men and women concerns in the planning, design, evaluation and monitoring of programs and policies in all societal spheres that will result to the benefit of both sexes, Ifurung emphasized the need for the utmost utilization of the four GM Entry Points, namely: policy, people, enabling mechanisms, and programs, projects and activities. The conduct of GST and the teaching of the gender analysis tool to employees for them to be equipped with the knowledge under the GAD program is just one of the many monumental steps the LMB has taken in this time wherein change has indeed come. With the success of the training are the hopes of better and improved work relations in the government, as well in the society.

Engr. Henry P. Pacis presided over the meeting regarding the request for copies of geographic positions and plane coordinates of several control points located in different provinces in the country held at the LMB Director’s Conference Room last November 8, 2016. This was attended by representatives from the Land Registration Authority (LRA), Engr. Ante V. Gamiao, Engr. Alexander D. Montemayor and Engr. Ricardo D. Rapiz (LARES). The Bureau was represented by Engr. Bienvenido F. Cruz, Chief, Geodetic Surveys Division (GSD), Engr. Apolinar D. Agustin, Assistant Chief, Engr. Ariel F. Reyes, Engr. Jesse Junco and Engr. Precious Navarro, and Ms. Lovely Presto from LAMS. The issues addressed in the meeting are yet to be resolved, with the conduct of a technical conference on both agencies to come up with a unified projection system. Read more
The Geodetic Surveys Division (GSD), together with the Land Administration and Management System – National Coordinating Desk (LAMS-NCD) held a joint Three-Day Training-Workshop on E-Survey and LAMS Inspection, Verification, and Approval of Surveys (IVAS). The objective of this workshop is to train the geodetic engineers on the operation of LAMS IVAS and eSurvey using LAMS Kiosk or Front Desk in the submission of survey returns. The training resource persons were from the LAMS-MIS group. Engr. Apolinar D. Agustin, Engr. Lensy F. Bunuen, and Engr. Jesse Junco headed the technical personnel who gave their reactions on how to further improve the capability of the system. Read more
WE ARE THE CHAMPIONS | The Land Management Bureau (LMB) were crowned champions in the Cheer Dance Competition of the recently concluded Department of Environment and Natural Resources (DENR) Year End General Assembly last December 16, 2016 at the Ninoy Aquino Parks and Wildlife Center. They bested eight other Bureaus for the top spot with their wedding-themed routine infused with second-level lifts and synchronized dance choreography. Their first-place finish greatly contributed to the second Overall rank of the Bureau. The Overall score was the total of points garnered in the Cultural Show, Earth Warrior Games, Palarong Pinoy, Women’s Volleyball, Men’s Basketball, and Cheer Dance Competition. Read more

The Land Management Bureau (LMB), in order to capacitate LMB Key Officials of the Gender and Development (GAD) Program, held a Gender Sensitivity Training (GST) last September 27-28, 2016 at the LMB-CLAMP Conference Room. Ms. Gemma Ifurung, LMB Technical Adviser for GAD, explored the variety of existing gender issues with the participating audience, and introduced the enhanced GMEF (Gender Mainstreaming Evaluation Framework) Tool. She also carried out a presentation of the output concerning the recently-conclude3d two-cluster Regional Training on Gender MAINSTREAMING IN Land Titling conducted on Luzon last August 15-17, 2016 in Lohas Hotel, Clark Freeport Zone, Pampanga and Visayas and Mindanao last September 14-16, 2016 in MO2 Westown Hotel in Iloilo. The Land Management Bureau (LMB) recognized the invaluable partnership with Sylvatrop Editorial Board (SEB) in a special meeting last September 9, 2016 at the LMB Director’s Conference Room. The presentation of award was led by LMB OIC-Assistant Director Engr. Henry P. Pacis and Engr. Rolando R. Pablo, Chief, Land Management Division. The meeting was also attended by DENR –Central Office, Bureaus and Attached Agencies. Pursuant to the Technical Journal of Philippine Ecosystems and Natural Resources dated August 31, 2016, the SEB managed to deliberate nine full-blown articles that will undergo technical evaluation and review. The meeting also discussed the possible implementation of plans to increase author submissions, improvement of production processes, and enhancement of prevailing 2014 policy and organizational guidelines. The Land Management Bureau (LMB), in compliance with Sections 5 and 6 of the Anti-Red Tape Act of 2007 (ARTA), conducted a consultative workshop on the updating of the LMB Citizen’s Charter last August 8-9, 2016 at the LMB-CLAMP Conference Room. Participated by LMB Division Chiefs and Action Officers, the workshop intends to improve general public services and prevent graft and corruption. Engr. Henry P. The Department of Environment and Natural Resources (DENR) and Land Management Bureau (LMB) officials and employees, Regional Office Land Administration Management System (LAMS) Coordinators, and Crevel International, Inc. on their last day of LAMS Mid-Year Assessment held last July 24-27, 2016 at the Bohol Tropics Resort, Tagbilaran City, Bohol. The three-day event is conducted to prepare each Regional Office for the nationwide data capture activity, as well as to track the progress of their accomplishments on LAMS. Read more
To further improve the quality of services offered while keeping in mind the needs of the public, the Land Management Bureau (LMB) created its Innovation Team, with the approval of Acting Director Emelyne V. Talabis, and members comprised of Division Chiefs and select officers with the intention to create new and creative ideas to deliver top-notch service innovations and to streamline processes as well. In its first meeting, Engr. Henry Pacis delivered a meaningful presentation on the importance of innovation in the workplace and how to encourage and develop innovative thinking on employees while maintaining a workable environment. Atty. Norlito Eneran, Chief of the Legal Division emphasized the invaluable suggestions of Guy Kawasaki’s The Art of Innovation. The team are expected to meet in a monthly basis with the intention of building the creative culture and developing capacity-building that will contrive a progress not only extending to each one’s division but to the whole of the LMB as well. Making August an “Innovation Month” will serve as a kick-off activity. An idea of a friendly competition between divisions is being deliberated to foster good working relations and produce quality output. Proposed activities include an essay-writing competition about innovation, the creation of different committees and the installation of the freedom board or an innovation corner. Focal persons per division were elected to oversee their own activities. To continuously monitor the progress and plans of the LMB innovation team, a schedule of activities for August and the rest of the year is underway. Read more

The Land Management Bureau actively participated in the Pro Earth Run last April 30, 2016 at the SM Mall of Asia Grounds in celebration of the Earth Day with the theme “Trees for the Earth”. The event was initiated by Earth Day Network Philippines (EDNP) together with Department of Environment and Natural Resources (DENR), SM Cares and UPS Philippines. Pro Earth Run is an advocacy run to encourage people to Protect, Respect and Oversee the sensible and sustainable care of Mother Earth. The proceeds of the event will go to the continuing environmental program of EDNP. The Pro Earth runners inched and raced one another to the finish line of the 10 km, 5km and 3km categories. There were also winners of raffle draw from different sponsors of the event. Running is good but doing it for a cause would be better and if it is for the environment then it would be the best! FIRST WOMAN DIRECTOR IN LMB’S HISTORY. Atty. Emelyne V. Talabis  (left photo), the first woman ever designated as Director in the 113 history of the Land Management Bureau (LMB) receives a certificate of recognition from outgoing LMB  Director Ralph C. Pablo, now assigned as the Regional Director of the Cordillera Administrative Region (DENR-CAR) during the turn-over ceremony held at LMB on May 19, 2015. CEREMONIAL TURN-OVER OF OFFICIAL FUNCTIONS. Engr. Henry P. Pacis accepts the ceremonial turn-over of official functions as the new designate LMB Assistant Director from Atty. Emelyne V. Talabis, likewise, a newly designated LMB Director. A Geodetic Engineer, Pacis was one of the pioneer implementers of the First Phase (2001 to 2005) and Second Phase (2006 to 2014, as Deputy Director for Technical Services) of the Land Administration and Management Project that provided mechanisms through innovations and technologies to improve the land administration and management system in the country. DEAF AWARENESS CAMPAIGN. The Land Management Bureau (LMB) through the Senior Citizen (SC) and Person with Disability (PWD)  Desk conducted a Deaf Awareness and Introduction to Sign Language Workshop among its employees  under its frontline services to orient them in dealing with PWDs and SCs. The Learning activity facilitated by faculty members and students (center, top and right bottom photos)from the School of Deaf Education and Applied Studies (SDEAS) of De La Salle College of St. Benilde lectured on Visual Gestural Communication, Deaf Culture, Filipino Sign Language, Basic Deaf Awareness Orientation and Working with the Deaf. LAND MANAGEMENT BUREAU (LMB) COMMEMORATES WOMEN’S MONTH 2015. The LMB joins the whole nation in the observance of the month of March as National Women’s Month with the theme: Juana, Desisyon Mo ay MahalagasaKinabukasanngBawatIsa, in celebrating their key roles and accomplishments in leadership, power and decision-making. The kick-off of the month-long celebration was spearheaded by the Department of Environment and Natural Resources (DENR) with a simple program (Photo 1) followed by the distribution of seedlings to key officials (2). Other activities were also conducted such as Street March along Quezon Memorial Circle and Dancing/Physical Exercise to the tune of the official dance song “Juana, IkawnaangManguna! (3 to 5); launching of exhibit (6) showcasing the collections of mementos and memorabilia by LMB employees (7), and the opening of the Tindahanni Juana (8) at the LMB. Partnership for Land Rights and Governance. The Department of Environment and Natural Resources (DENR) through the Land Management Bureau (LMB) partnered anew with The Asia Foundation (TAF) and the Federation for Economic Freedom (FEF) through the signing of a Memorandum of Cooperation (MOC) to speed up public land titling and to further increase land title issuances. The partnerships between the national government - with DENR in the forefront, and local government units (LGUs) will also facilitate coordination and integration of various land information systems to assist titling and enhance real property tax collection, property valuation and local land use planning. CEREMONIAL TURN OVER OF DENR-LOCAL GOVERNMENT PARTNERSHIPS HANDBOOK. Land Management Bureau (LMB) OIC Director Ralph C. Pablo (center) turned-over the DENR-LGU Partnerships Handbook to Nestor P. Quiambao, president of the Philippine Municipal Assessors (representing Governor Amado T. Espino Jr. of Pangasinan) with Assistant Regional Director (Technical Services) Gwendolyn C. Bambalan, marking the start of a partnership in land titling activities with LGUs in Region 1. The capacity building roll-out on the systematic adjudication (SA) approach in public land titling was held in Dagupan City, Pangasinan on March 25 to 27, 2015. The new LGU partners composed of 24 municipalities in the provinces of Ilocos Norte, Ilocos Sur, La Union and Dagupan City entered a Memorandum of Partnership Agreement (MOPA) with DENR. Read more
CONTRACT SIGNING ON CADASTRAL SURVEY PROGRAM IN ARMM. Land Management Bureau (LMB) OIC-Director Ralph C. Pablo (left), OIC-Assistant Director Emelyne V. Talabis (2nd row) and National Cadastral Project Coordinating Office (NCPCO) Head, Engr. Victor B. Balde witnessed the contract signing of the cadastral survey project in three municipalities in Sulu entered by Peter M. Otana (2nd from left) and DENR-ARMM Regional Secretary HadjiKahal Q. Kedtag. Three other Surveying and Titling Services Consultants (photo inserts) also signed separate contracts as part of the remaining 15 municipalities to be surveyed in the Autonomous Region in Muslim Mindanao (ARMM). To date, the cadastral survey of 1,425 cities and municipalities or 87.20 percent of the total 1,634 cities and towns of the country were already completed. The National Cadastral Survey Program is one of the priority programs of the Department of Environment and Natural Resources (DENR) under the stewardship of the LMB.
