LMB, LRA to share databases for efficient land transactions

The Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR) and the Land Registration Authority (LRA) now agrees to share land data in an online system designed to provide the public with hassle-free land transactions.

Joint DENR-LRA Memorandum Circular No. 1 was issued on February 3, 2021 allowing the two agencies to implement and operationalize a system linkage that will help ease of doing business in the Philippines, with respect to processing and issuance of patents up to its registration.

LMB Director Emelyne V. Talabis said that this innovation is part of the efforts of the government to streamline processes and improve the quality of frontline services to the public.

“We are glad that we were able to push for this innovation after a series of dialogues with LRA. Finally, we came up with this standard procedure and system protocols that will surely relieve land title applicants from tediously requesting and submitting land records from each agency as part of the verification and registration requirements,” Talabis said.

Using a software intermediary called Application Programming Interface (API), the LMB’s Land Administration and Management System (LAMS) will be connected with the LRA’s Philippine Land Registration and Information System (PHILARIS) without physically accessing and manipulating the databases servers and compromising data security of each agency. The mechanics of the data sharing and linkage is now being ironed out by the two (2) offices.

“This is very timely as we face the COVID19 pandemic. We can eliminate manual submission of documents and will lessen face-to-face transactions from clients”, Talabis stressed out.
