Atty. Emelyne V. Talabis, the LMB Director lauded men and women of the Land Management Bureau, the field offices, and all its partners in the land sector for the dedication and support in improving land administration and management.

In her speech during the Opening Program of the 120th Lands Anniversary on September 3, 2021, Talabis expressed her gratitude on the efforts being recognized not just by the Department of Environment and Natural Resources but external performance evaluators such as the Presidential Communications Operations Office (PCOO).

It can be recalled that in CY 2020, the LMB was once again an awardee for the Freedom of Information (FOI) for 90% compliance of requests lodged under the FOI facility. Additionally, LMB was ranked as the Best Staff Bureau for the Productivity Based Bonus (PBB) for CY 2020 and ranked third across all delivery units or offices in DENR, based on the evaluation results from DENR Central Office.

“While we acknowledge the difficulties in the new normal, we discovered that our spirits cannot be easily dampened. We have proven that our passion and determination to accomplish our goals remain, and that our commitment to serve the people is as strong as ever.”, she said.

Amidst the pandemic, the bureau has reached milestones in the effective and efficient delivery of land services and innovations such as the enactment of amendments on some provisions of the Commonwealth Act 141 through Republic Act 11573, strengthened partnership with the Land Registration Authority (LRA) on the land data linking and sharing, several newly issued policies, and the newly implemented online land status request.

While the LMB Director is grateful for all these milestones, she called everyone to rise above the pandemic and face the future with a renewed passion and commitment.

“As we look back, let us continue to be thankful to the almighty god for his blessings.  We could not have come this far and accomplished these milestones without God’s guidance and protection.  Let us take pride in our major accomplishments, but be humble and acknowledge that we still have a long way to go. Pursuing these reforms shall require a strong and unwavering mindset from all of us. Let us treat difficulties and setbacks as opportunities to do and be better.”, she added.
