LMB celebrates its 121 st Lands Anniversary

The Land Management Bureau (LMB) celebrates its 121st Lands Anniversary with the theme, “Promoting Effective Land Governance through Geospatial Services.” The Opening Program was held on September 5, 2022.

In her opening remarks, LMB Director Emelyne Talabis emphasized the Bureau’s use of modern technology to improve its services.

“The LMB shall continue to enhance its land information service using the Land Administration and Management System Philippines (LAMS PH). We will also enhance our policy system to make it more responsive to the changing times,” Talabis said.

Key officials of the DENR expressed their gratitude to the LMB. DENR Undersecretary Ernesto Adobo reiterated the importance of technology in land management. “To us, getting a title is one big thing. When we were still conceptualizing the Land Administration and Management Project (LAMP), we wanted a piece of paper accessed anywhere we want in any kiosk, provided by a system. We should also focus on technology and train our people, since our activities are anchored on these once land distribution is over.”

It was also an honor to have the newly appointed DENR Secretary Ma. Antonia Yulo-Loyzaga deliver her message to all LMB employees. She highlighted priorities for the upcoming year, such as “linking and data sharing, consolidation into a single land administration authority, streamlining land administration, and the adoption of the Land Sector Development Framework and the LAMS Philippines Roadmap.” She also expressed her gratitude for LMB’s accomplishments.

“I would like to say a personal thank you to our colleagues at the LMB, Regional Offices, and those in the Provincial and Community Offices. I am grateful for your contributions and I appreciate your tireless dedication, not just on land administration and management, but to the DENR as a whole.”

Partners from land agencies and offices attended the event. This includes the Foundation for Economic Freedom (FEF) and the Geodetic Engineers of the Philippines (GEP). Undersecretary Adobo and Dir. Talabis presided the event.

LMB Milestones

The celebration highlights achievements of the Bureau as a policy-making arm of the DENR. This includes strengthened ties with the Land Registration Authority (LRA) through the Joint Memorandum Circular (JMO) No. 1-2021, authorizing both agencies to formulate guidelines in data sharing to streamline land titling processes, and its adoption through a Joint Memorandum Order signed on June 28, 2022.

For 2022, the LMB also provided inputs to the Revised DENR Manual of Authorities on Technical matters (DENR Administrative Order No. 2022-10), and prepared the policy on the delegation of authority to approve land surveys to the Regional Chiefs of the DENR Surveys and Mapping Decision (DAO No. 2022-13). They also issued guidelines on the use of the Global Navigation Satellite System (GNSS) for land surveys.

Month Long Activities

For the month of September 2022, the LMB will be hosting informative, and fun activities for its employees and the public. It started with Talk-Tokerist, LMB’s inter-division extemporaneous speaking competition, with the topic “The Role of the Land Management Bureau in addressing the challenges in Land Surveying and Titling”. Blanche Alferez of the Center of Land Administration and Management: Philippines (CLAMP) demonstrated her skill in public speaking and received first place. Aleah Sabino of the Land Management Division (LMD) placed second, Juvie Ocfemia of the Administrative Support Staff placed third, and Jennifer Columna, Jerzon Presto, Princess Romanes, and Joeycelyn Orpriano received participation prizes.

LMB is also opening MADLAmoba?  to the public for every Monday of the month. It will post a series of guessing games on its Facebook page with hints. Weekly winners will be chosen randomly among all the right answers in the comment section. Another public activity is a free legal consultation in South Signal Village, Taguig City, to be hosted by the Legal Division.

The Land Management Bureau (LMB), spearheaded by the DENREU-LMB Chapter and in coordination with LMB Innovation and Editorial Board, conducted a donation drive last October 1, 2020 at Quezon City General Hospital (QCGH).
