In order to orient, consult and clear out operational issues, the Land Management Bureau (LMB) conducted a Consultation on Operational Issues and Orientation on the newly implemented DENR Administrative Order No. 2021-38 entitled, Implementing Rules and Regulation on Republic Act (R.A) 11573 also known as “An Act Improving the Confirmation Process for Imperfect Land Titles, Amending for the Purpose Commonwealth Act No. 141, as Amended, Otherwise Known as "The Public Land Act", and Presidential Decree No. 1529, as Amended, Otherwise Known as the Property Registration Decree”.
The activity was held virtually on January 21, 2022, and attended by implementers from the Regional and Field Offices, such as the Chief of the Licenses, Patents and Deeds Division, Land Management Officer, Chiefs from Program Monitoring and Evaluation Division, Planning and Program Division, Policy Studies Division of the DENR Central Office.
One of the issues raised is the difficulty in securing real estate tax clearance, which is burdensome on the part of the applicants. The Chief of the Land Management Division and Head of Administrative Support Staff, Mr. Alex Pascua, clarified that tax declaration or receipt of payment of real property tax is sufficient.
Also, given emphasis by the Chief of Land Policy and Planning Division, Engr. Henry Pacis, all fees associated with securing requirement which are from the DENR will be waived. With this, all Regions must revise their Citizen’s Charter in accordance with the newly issued IRR.
The LMB also assured the Regions and Field Offices that the ongoing enhancement in the process of titling will be assisted by the DENR-LRA linkage, which is being pursued by the two agencies.
