The Land Management Bureau, through the Land Administration and Management System – National Coordinating Desk (LAMS-NCD) and the Information and Communication Technology Section (ICTS), conducted the 2019 Year End LAMS and Data Capture Assessment in Baguio City last February 4 – 7, 2020. In conjunction with this event was the Training/Orientation of Regional and PENRO ICT Focal Persons on LAMS-PLA. The participants were the Chiefs, Surveys and Mapping Division, Regional LAMS Coordinators, Regional System Administrators, Regional ICT focal, and PENRO ICT focal.
The host Region’s Regional Executive Director, Engr. Ralph C. Pablo, welcomed the participants, while the Opening Remarks was delivered by the LMB’s Assistant Director, Engr. Romeo P. Verzosa. He pointed out the importance of the LAMS Assessment and that issues raised from last year’s assessment must be evaluated.
The matters discussed were the Physical Status of the Regional IVAS Accomplishments for 2019, Status of Data Capture by Outsourcing, Issues and Concerns Gathered During Field Monitoring, and the Regional Presentations regarding their LAMS implementation. Simultaneously, the ICTS conducted a training/orientation to the Regional and PENRO ICT Focal on LAMS-PLA implementation with the aim of equipping the ICT Focal with the right knowledge for them to train other ICT focal within their respective Region as well. The LAMS-PLA module will soon be installed in all DENR Field Offices as part of the full blast implantation nationwide. With this, the Regional and PENRO ICT Focal were trained to have enough knowledge as they will also train and equip other ICT Focal in their respective Regions.
Also thoroughly discussed in the assessment were the status and issues raised by the Regional participants regarding LAMS implementation and land records data capture by outsourcing. LMB, with the guidance of the Director, Atty. Emelyne V. Talabis and Assistant Director Engr. Romeo P. Verzosa, gave directions and strategies on LAMS activities. In her Closing Remarks, Atty. Talabis highlighted that the Land Sector is called upon to rise up to the challenge of acceleration of land titling in the country. Unlike before when budget for land disposition is limited, this year, the budget was increased thus, necessitating accelerated approval of surveys in the generation of titling potentials. She encouraged the participants to have a positive mindset in land disposition activities in their respective Regional and Field Offices. Overall, the assessment paved way to brand new insights and opportunities in implementing LAMS in the best way possible.
