BRIEFING OF RESOURCE SPEAKERS ON THE IMPLEMENTATION OF THE RAPID LAND TENURE APPRAISAL

The Land Management Bureau (LMB) briefed resource speakers from Regions 1, 7, 8, 10, and 13 on the implementation of the Rapid Land Tenure Appraisal (RLTA) in Icon Hotel, North EDSA, Quezon City on June 7-8, 2018.

The DENR said that while land records in the building had been damaged, these only serve as back-up of documents in the regional offices. Read more... The Chief of the Land Policy and Planning Division (LPPD), Engr. Henry P. Pacis, opened the seminar by conveying the importance of mainstreaming systematic adjudication with the RLTA to the local government units. Once an optional activity in partnership with LGUs, he hopes that the RLTA will now be given focus in the barangays.

Engr. Pacis stated that the RLTA is a critical tool to achieving success on Agenda 6 of the current administration. He said, “It will give us a clearer figure on how many more potential lots can be titled and how much revenue on land these can yield to LGUs.”

The RLTA aims to obtain a clearer and visual picture of the land tenure situation in each barangay to determine the number of workable lots and whether they can be titled or not. It is aided by the use of a Consolidated Cadastral map (CCM) which is a digitalized map showing all the lots in a barangay based on approved survey records and serves as a reliable reference for parcel information.

Director Emelyne V. Talabis closed the seminar by stressing the importance of digitalizing land records and the use of the CCM to avoid record loss. The Director thanked the participants for their suggestions and comments on how the training for the implementation of RLTA should be conducted.
