CAYETANO COMMITS TO PERFECT LAND RIGHTS OF CONTITUENTS IN TAGUIG, SIGNS MOPA WITH LMB, DENR-NCR

Recognizing the vital importance of establishing partnership with the Department of Environment and Natural Resources (DENR) – Land Management Bureau (LMB) and DENR – National Capital Region (NCR), Mayor Ma. Laarni Cayetano of Taguig City signs the Memorandum of Partnership Agreement (MOPA) with LMB Acting Director Atty. Emelyne V. Talabis and DENR- NCR OIC Assistant Regional Director for Management Services Ms. Gwendolyn Bambalan on September 14, 2018 at Lakeshore Hall, C-6, Lower Bicutan, Taguig City.

The forging of the MOPA with the Local Government of Taguig is in support to the program of the government in providing improved land tenure security to the people. Parties commit to create active collaboration for the improvement of land administration and management and facilitation of the process of land titling for areas covered by Proclamation No. 172 and those disposed by DENR – NCR.

The MOPA creates the establishment of the LGU-LMB and LGU-DENR-NCR Local Land Titling Office which will serve as a ‘One Stop Shop’ and shall make the land titling services accessible to the people in Taguig City. It is considered a step towards the realization of perfection of land rights of the constituents in the city.

“Ang Memorandum of Partnership Agreement po ay ang magiging daan para sa mas mabilis na proceso ng ating mga lupa.” Mayor Laarni Cayetano said. Taguig residents would no longer need to go to DENR – LMB office as they may submit their land applications and track the processing and other land transactions in the LGU-LMB and LGU-DENR-NCR Local Land Titling Office.

The Assistant Secretary for Staff Bureaus of DENR and Guest of Honor, Forester Ricardo L. Calderon stated, “Hindi na kailangan pumunta sa Land Management Bureau for areas covered sa Proklamasyon 172. There are about 10 thousand lots, ang makikinabang po ay mga taga Taguig.”

In behalf of the DENR-NCR under the leadership of Regional Executive Director Jacqueline A. Caancan, OIC Assistant Regional Director for Management Services and OIC Regional Director in concurrent capacity, Ms. Gwendolyn C. Bambalan congratulates the City of Taguig for forging a partnership with the Land Management Bureau and the DENR-NCR. She said, “The partnership will improve land administration and management within the city’s jurisdiction. The creation of a local land titling office is intended to provide access to the public and expedite the processing and issuance of land titles.”

The acting Director of the Land Management Bureau, Atty. Emelyne V. Talabis remarked, “Today is a historic moment for all of us, LMB and DENR-NCR recognizes the importance of this partnership with the local government unit. Hindi namin kayang kami lang, we need to be one and share our strengths and resources with the City of Taguig to fulfill the objectives of the MOPA.”

The occasion was also attended by the LMB Assistant Director, Engr. Romeo P. Verzosa, Chief of the Land Management Division, Engr. Rolando R. Pablo, who presented the features of the MOPA, Atty. Alvin G. Constantino, Chief of the Licenses, Patents & Deeds Division of DENR-NCR, who presented the disposition of proclamations and free patent in Taguig City, and Forester Ricardo L. Calderon, Assistant Secretary for Staff Bureaus of DENR as the Guest of Honor.
