The Department of Environment and Natural Resources (DENR) Secretary Roy A. Cimatu visited the Land Management Bureau (LMB) at Binondo, Manila last August 10, 2017. The Secretary was accompanied by the Head Executive Assistant Maj. Gen. Mario F. Chan, Undersecretaries Atty. Ernesto D. Adobo Jr. and Atty. Juan Miguel T. Cuna, and Assistant Secretary Nonita S. Caguioa. The party was given a warm welcome by the LMB officials, headed by Atty. Emelyne V. Talabis, the Acting Director, and Engr. Henry P. Pacis, the OIC-Assistant Director.

Secretary Cimatu delivered his message to all the LMB employees upon finishing the tour of the LMB Divisions. The Secretary expressed his wishes for LMB to have its own office building inside the DENR Central Office Compound in Visayas Avenue, Quezon City in a few years’ time. He stressed the importance of of LMB in the Land Sector and especially as a part of DENR in the resolution of land cases and in the computerization of land records. He stressed that there are around 1,400 total land cases that are pending in the DENR Central Office. Also, in light of the Land Administration Management System – Philippines (LAMS-Philippines) Project, Secretary Cimatu emphasized the importance of cyber security. He appreciates well the achievements of LAMS, but at the same time is aware of the level of cyber operations that is required to both operate and protect the system. He said that one of the greatest dangers in it is the possibility of hackers getting inside the system and manipulating the land records, resulting to potential theft of numerous land titles and information. Nevertheless, the Secretary did not forget to thank all the LMB employees for their hard work, and he said that he has nothing but praises for the Bureau and its employees regarding their quality of work.

The Secretary then proceeded to the briefing which was led by Atty. Talabis, Engr. Pacis, and the other LMB Division Chiefs. The briefing served not only as an orientation for the Secretary but also as an opportunity to discuss issues concerning the land sector’s programs, projects, and activities. They were able to visualize their future plans and initiate discussions on several important issues, which will serve as the first steps for formulating solutions, and in turn be for the betterment of both DENR and LMB.
