LMB keeps its employees informed, “How Should a Civil Servant Work?”
Through its Youth Desk Focal, the Land Management Bureau (LMB) conducted the learning event “How Should a Civil Servant Work,” referencing the Republic Act (RA) 6713 or the “Code of Conduct and Ethical Standards for Public Officials and Employees.” It was held at the Ramada by Wyndham, Binondo, Manila, on April 25, 2023, and was attended by selected LMB employees.
Its resource speakers are the Head of the Human Resource Management Unit (HRMU), Ms. Tessie A. Soriano, and the Chief of the Legal Division, Atty. Marlou P. Alutaya. They refreshed of the Rules and Regulations set by the Civil Service Commission (CSC), particularly the prohibited acts and employee privileges, the basics of government service, and the coverage of RA 6713 in the norms and conduct of public officials and employees.
Ms. Tessie A. Soriano elaborated on the leave privileges, prohibited acts, and other concerns of employees. It was evident from the participants’ responses that they were enlightened when it came to their privileges as government employees. Some even raised their additional concerns and confusion with several practices. It was also a much-needed learning experience as the amendments to the CSC rules and regulations included paternity leave for married male employees in the first 4 deliveries for 7 calendar days, which then was for 7 working days, in particular. Some participants also inquired about the availability of paternity leave if the wife had a miscarriage. Ms. Tessie confirmed that the leave of absence could be availed by a married man in that situation.
Atty. Marlou P. Alutaya discussed the Philippine Constitution’s provision that “a public office is a public trust” and the service that the public should be provided is done with utmost responsibility, loyalty, trust, integrity, and efficiency. Professionalism, justice & sincerity, political neutrality, responsiveness to the public, nationalism & patriotism, commitment to democracy, and simple living were among the norms of conduct that Atty. Alutaya has conveyed through fun and relatable analogies. While the duties of public officials and employees along with the prohibited acts and transactions, statements and disclosure, divestment, and penalties.
In the Director’s stead, Atty. Marlou P. Alutaya delivered the closing remarks for the learning event, stating that LMB is lucky for having people who are industrious and hopes that everyone would continue what they have started and always remember what was learned. Atty. Alutaya has also thanked the facilitators from CLAMP and the Youth Desk Focal Person, Martin Lorenzo Alba for coming up with the activity, and hoping for more of the activities that will enhance the learnings of LMB’s manpower.
