LMB KEY OFFICIALS UNDERGO CBS ORIENTATION AND ASSESSMENT

In order to identify Training Needs and Human Resource Intervention, the Land Management Bureau (LMB) organized a Competency Based System (CBS) Orientation and Assessment last November 3, 2016 at the LMB-CLAMP Conference Room, and was participated by LMB Key Officials and Action Officers.

Engr. Bienvenido Cruz, Chief, Geodetic Surveys Division (GSD) led the Opening Remarks and affirmed that need of the Bureau to conduct CBS Assessment once every three years for the benefit of the personnel, due to unforeseen circumstances like resignation, retirement, and relegation of employees. Engr. Cruz compared the population size of his Division from years ago to the present number of employees and noted that the removal of clerical work and integration of various skill results in the reduction in the number of employees and a more diversified job description for each.

Ms. Alicia Robles, CLAMP Manager, delivered the Rationale and Objectives, stating that the activity intends to align the individual competencies to the Bureau’s Mission, Vision, Values and Strategies, as well as to facilitate employee selection in training and development.

Ms. Jacqueline P. Galvez, the subject matter expert, is a Graduate of Bachelor of Science in Industrial Psychology in Far Eastern University, earned her Master’s Degree in Public Administration, Major in Organization Studies in the University of the Philippines and MBA in Ateneo de Manila University.

Citing David D. Dubois, author of The Competency Casebook, Ms. Galvez defined competency as “the capacity to meet or exceed the job requirement”. The importance of recognizing competency is to construct an organized sequence of learning that will address the development curriculum based on one’s job. The skill sets assigned on a particular job description must be met, to harmonize with the concept of a “corporate university”.

Mr. Alex C. Pascua, Chief, Administrative Support Staff, formally closed the event, stating that the CSB Assessment is a necessary organizational tool to gauge the efforts and competencies of employees based on their respective skill sets.

The CBS intends improve organizational effectiveness by strengthening human resource (HR) practices, facilitating attainment of organizational vision and strategy, and to promote culture-building within the organization. Thus, competencies must be manifested and demonstrated.
