LMB rolls out its Policy Development and Management Information System
To improve its policy development and review process, the Land Management Bureau – Land Policy and Planning Division (LMB-LPPD) launched its Policy Development and Management Information System (PDMIS) on June 5, 2024 in AXIAA Hotel, Quezon City. This was participated by the LMB’s Policy Formulation Group (PFG), who immersed in a hands-on demonstration of the many features of the system.
The PDMIS is expected to strengthen quality control of policy formulation through the proper documentation of evidence, in line with the Department of Environment and Natural Resources’ (DENR) call for an evidence-based approach in policy and planning.
In his opening remarks, LMB Assistant Director Romeo Verzosa emphasized this even further. “The inception of PDMIS is a testament to our commitment to modernization and excellence. It signifies our dedication to streamline our policy development process by providing a structured, consistent, and efficient approach to policy formulation,” Verzosa said. “By providing a centralized platform for the submission of policies, review, and feedback, it breaks down silos and encourages a more cohesive and integrated approach to policy-making.”
The PDMIS simplifies policy proposal submissions and approvals with clear steps:
- Submit Proposal: Proponents enter the title and attach documents. A confirmation pop-up and email are sent.
- Review Attachments: The LPPD’s Policy Development Section (PDS) checks for incorrect attachments. If needed, proposals are returned for corrections.
- Draft Memo: The PDS drafts their comments and uploads them to the system for the revision of the proposals by the proponent.
- Initial Review through Google Docs: The PDS collects comments from Division Chiefs via Google Docs. A Policy Review Committee (PRC) deliberation is scheduled, and proponents are notified.
- Deliberation: The proposal is either approved or returned for revisions after the deliberation. If returned, proponents get the updated proposal and meeting minutes.
- Final Approval: The proposal’s status is updated from the PRC Chairperson’s endorsement to the LMB Director’s approval. For DENR Issuances, it moves to the DENR Policy Technical Working Group (PTWG) for final approval. Approved documents are uploaded to the system.
The rollout of the PDMIS marks a significant step forward for the LMB in enhancing the quality and efficiency of policy development. This system not only facilitates a streamlined process for policy submissions and approvals but also embodies the Bureau’s commitment to modernization and excellence. By fostering a more cohesive and integrated approach to policy-making, the PDMIS ensures that every proposal is thoroughly reviewed and properly documented.
