LMB STRENGTHENS PARTNERSHIP WITH LRA FOR PUBLIC TITLING

 

MOU_LMB_LRATo discuss the issues and concerns of public land titling for Alienable and Disposable (A&D) Lands and improve the processing of interrelated transactions for issuance and registration of patents, the Land Management Bureau (LMB) signed a Memorandum of Understanding (MOU) with the Land Registration Authority (LRA) last November 21, 2018 at Quezon City.

In her opening message, LMB Director Emelyne V. Talabis emphasized Agenda #6 in the 10-Point Socioeconomic Agenda of Duterte Administration which centers on ensuring security of land tenure an address bottleneck in land management and titling agencies.

“Both agencies cannot work in isolation from each other,” said Dir. Talabis. There are some inconsistencies with how the two agencies do thing but the signing of MOU between them translates to their agreement to come together for improvement of public service.

Moreover, LRA Administrator Renato Bermejo addressed the role of computerization in achieving a more efficient and effective land titling. According to him, one problem that the current process has is the error committed in encoding entries on the title. With the MOU and the newly proposed electronic system, such errors can be diminished.

With the test conducted by Land Registration Systems Inc. (LARES), it was found out that the LMB Land Administration Management System (LAMS) is compatible with the LRA Philippine Land Registration Information System (PHILARIS).

Partnered with a closed and secured internal network, the linkage between LAMS and PHILARIS) will result to a faster and more efficient way of transmitting files such as Technical Descriptions (TDs) for land applications. Electronic encryption and decryption will also reduce the chances of human errors and fake documents as well as save time during transaction.

President Eduardo Sarmiento of the Geodetic Engineers of the Philippines said that the signing of MOU between the two powerful land agencies in the country is a momentous event. It serves as a beginning of a better a harmonious collaboration for the benefit of all Filipino people.
