LMB welcomes a study visit from the Ministry of Agrarian Affairs and Spatial Planning of Indonesia
The Land Management Bureau (LMB) welcomed the Ministry of Agrarian Affairs and Spatial Planning delegates from Indonesia at its office on May 23, 2023. The study visit encouraged exchanges with and learnings from the Philippine experience in developing and implementing electronic and other land services. It was an important participation for the Ministry in developing policies for the technological implementation of electronic land since they also intended to learn more to aid their ongoing parcel registration.
Director Talabis, on behalf of the LMB, welcomed the Indonesian delegates and mentioned that the study visit means service improvement for both parties. Director Talabis also expressed her hope for the study visit to stem out ideas for the Ministry and for the Bureau to develop and adopt relevant land governance practices, especially the advancement from traditional systems to digital processes and proceeding onto the technical aspects of implementing electronic land services and maintaining land documents.
The Land Policy and Planning Division Chief Engr. Henry Pacis presented an overview of Land Administration and Management (LAM) in the Philippines. Included in the presentation are the overall land titling process, the country’s land resources, the government agencies and their roles in land titling and development, DENR-LMB’s LAM modernization initiatives, and the Land Sector Development Framework milestones and timelines.
Further, Engr. Ariel F. Reyes of the Land Administration and Management System (LAMS)-National Coordinating Desk also presented the LAMS, the One Control Map, a run-through of the DENR’s land sector’s Land Information System, and the system development that includes the computerized data capture, storage and retrieval, management of public land application’s records, and the Digital Cadastral Database.
On the other hand, Indonesia’s Ministry of Agrarian Affairs and Spatial Planning has its Digital Transformation of Land Services. They provided an overview of their progress in Indonesian lands administration, their goals, and their visit intentions in the country stressing that they are interested to know about the electronic land concept and its production. They also intended to adapt to the ease of doing business approach and try the cadastral database.
On behalf of the LMB Assistant Director Engr. Romeo Verzosa, the Head of the Administrative Support Staff and Concurrent OIC Chief of the Land Management Division, Mr. Alex C. Pascua, gave the closing message for the activity. He mentioned that the Philippines and Indonesia share the same problem in terms of document alteration and said that it is already a small step forward to be aware of the problems as addressing will come next. He thanked the Indonesian delegates for choosing the Land Management Bureau to be the first stop of their study visit in the country.
