PIVOTAL BOOK ABOUT LAMS DATA CAPTURE IN DENR-NCR COMPLETED

The Land Administration and Management System (LAMS), the information system responsible for the effective management and documentation of land records, including scanning and encoding maps, surveys and public land applications (PLA), has reached a new level of improvement in the field of records digitization and institutionalization, with the completion of the book “Pilot Implementation of LAMS Data Capture in DENR-National Capital Region”, incidentally released within the dawn of the new administration. The book serves as a documentation of the experience of the DENR-National Capital Region in the Data Capture.

With the issuance of DENR Memorandum Circular No. 2012-02, the LAMS National Coordinating Desk was created in the office of the Land Management Bureau (LMB). Engr. Warlito Quirimit spearheads the operations as Head of Desk. The Desk is in-charge of monitoring on the implementation of the system through it the LAMS Focal Groups and Regional LAMS Coordinators. LMB Acting Director Emelyne V. Talabis, in her message to the DENR-NCR, considers the recent data completion as triumph towards smoother and more innovative operations, from manual to digital, keeping with the flow of digital information in society. LMB and NCR are the pilot sites and had witnessed LAMS in its humble beginnings, to its road to transparency.

The editorial team is comprised of Engr. Margie Gianan, Imee Grace Salugao and Ma. Anna Manga-Valiente. The book is a testament to the challenges of LAMS in its early stages, as well as its comprehensive history and progress. First developed as a prototype, Leyte was the first province to undertake the LAMS system to improve services and eventually underwent modifications throughout the years. Currently there are 16 DENR Regional-LMS Offices in the country with installed LAMS system. The book will serve as a handy reference guide by the other Regions in the implementation of Data Capture in their respective jurisdiction.

Following a 20-year land sector development framework, the issuance of the Department Administrative Order No. 2010-18 on June 23, 2010 initiated the run on LAMS. The implementation of LAMS allowed the public access on pertinent land information and computerized survey and titling process.

The book was turned over to Secretary Ramon J. Paje during the Culmination of the Environment Month on June 30, 2016 at DENR, Quezon City. Copies were distributed to the Regional Directors who were present in the event.
