RAPID LAND TENURE APPRAISAL (RLTA)

Rapid Land Tenure Appraisal (RLTA), as defined by the LMB Technical Bulletin No. 1 series of 2018, is the process to obtain a clear picture of the land tenure situation on the ground before land titling operations are entered into the area. It is intended to determine the approximate workable lots in a particular area.

RLTA is a critical activity in determining the remaining scope for the acceleration of land titling as envisioned by every government. Given more than 100 years of surveying and titling activities in the country, majority of the old cadastral surveys need updating. Land tenure is dynamic (i.e. transfers from original land claimant to buyers or heirs) and the cadastral maps used by the regions in determining the remaining targets do not reflect these changes on the ground.

Even with the completion of the 2.5M hectare Comprehensive Agrarian Reform Program (CARP) scope of DENR and the current focus on residential lands, the regions still identified more than 100,000 hectares of untitled agricultural lands. Hence, RLTA is basically an updating of tenure profile or data for untitled and titled lots, based on the experiences of projects previously held. Coordination with the LGUs is needed in RLTA as they play a big role in the determination of the success of the project.

The pilot testing was completed with the pilot regions involved (Regions 1, 5, 6, 7, 8, 9, 13, CAR, and MIMAROPA) with the following municipalities: Kapangan, Marinduque, Sto. Domingo, Sta. Magdalena, Malay, Alcoy, Gamay, Sindangan, and Bislig.

For the year 2019, eight (8) Regions were involved in the RLTA (Regions 2, 3, 4, 10, 11, 12, CAR, and NCR) with the municipalities of Gamu, Quirino, Bulakan, Sto. Tomas, Mambajao, Bansalan, Midsayap, San Juan, and Taguig. 2020 was supposed to be a banner year for the expansion of RLTA, however, due to Covid-19 pandemic, it will be rescheduled for 2021 and for the upcoming years to give precautions to safety measures brought by the pandemic. Despite this, RLTA will continue at a pace where it will be achievable.
