Objective(s) | The management of public lands by national agencies, local governments and communities – including indigenous cultural communities − in selected areas of Mindanao is oriented towards sustainability and conflict sensitivity. |
Description | In some parts of Mindanao, armed conflicts usually arise because of the general lack of management plans, inaccessible public land information, and overlapping and conflicting claims between different groups. Moreover, different land agencies, local governments, and communities are not oriented towards sustainable or conflict sensitive administration of public lands. Of the 10 million hectares in Mindanao, 6 million are classified as forestland, and 4.9 million of which are subject to tenure instruments issued by the DENR, NCIP, and the DAR, in cooperation with local government units. The presence of these instruments calls for proper planning, demarcation of boundaries, and harmonizing data between agencies to resolve conflict. Thus, the RLGM project will work in three fields of activity: 1) promoting an improved institutional framework for responsible land policy at the national level; 2) developing the land management capacities of the local governments; and 3) increasing the transparency of the government’s dealings and raising public awareness of land policy. |

A. The mandated national agencies have developed improved mechanisms for the management of public lands |
A.1. A climate change, conflict and gender-sensitive sustainable integrated area development (SIAD) approach is implemented by the DENR in 2 regions of Mindanao
A.2. Developed together with 3 mandated national agencies (DENR, HLURB, NCIP) and in consultation with local governments, a collective and binding definition of land-use zones for public lands and the corresponding land-use regulations are now available
A.3. Two (2) guidelines and/or regulations on implementation by the mandated agencies are available, in which the rules on zoning have been integrated with appropriate climate change, conflict and gender-sensitive management principles

B. The capacities of local governments in Mindanao have been developed for a responsible land administration and management |
B.1. Six (6) local governments have developed regulations on the zoning of public lands, drawing on existing physical outline plans for their province or region and on the national zoning standards.
B.2. A simplified strategy has been developed in cooperation with local governments for the transferal into local legislation of national legal requirements on the management of public lands, and the corresponding land-use standards.
B.3. In cooperation with national agencies and local communities – including indigenous cultural communities – in the course of the sustainable integrated area development (SIAD) approach to public lands, 6 local governments have agreed a common management structure.

C. The cooperation between national agencies and local governments for the exchange of information and data in relation to land use and land rights has been strengthened. |
C.1. A decentralised information system, providing data on tenure instruments, land use, ancestral domains, planning and monitoring, has been developed in 2 regions, forming a component of the central information system of DENR.
C.2. Three (3) mandated agencies (DENR, DHSUD, NCIP) have agreed to a procedure for the preparation and publication of information and data relevant to the management of public lands.
C.3. Six (6) multi-stakeholder dialogues have taken place with the participation of civil society, at which recommendations were developed for the application of national guidelines on the management of public lands, and of relevant lessons learned.
C.4. 20,000 people in 2 regions have been reached through awareness-raising and education campaigns on the principles of sustainable land use and available information.
